The results of the first project training 10-14 May 2017The 1st training of the project „Good Governance in Local Communities: V4 Experience of Strategic Planning for EaP Countries” was conducted during 10-14 May, 2017. The project is implemented by NGO “Euroregion “Dniester” with the support of the International Visegrad Fund and the Ministry of Foreign Affairs of the Netherlands.
28 representatives of 10 territorial communities from Ukraine and 8 representatives of 4 territorial communities from Moldova have participated in the 1st training. Each community is represented by 1 member from the local self-government and 1 public representative. Participants have completed 5-day training course on strategic planning and management of territorial communities, which comprises the following topics: 1. Theoretical aspects of strategic planning for development of territorial communities. Legal basis for strategic planning in Ukraine. The trainer is the project expert from Ukraine Olha Bezpalko. 2. Diagnosis of the community situation is the informational support for strategic planning. Legal basis for strategic planning in Moldova. The trainer is the project expert from Republic of Moldova Nicolai Moscalu. 3. Community development strategy and public participation mechanisms. Strategy as an instrument for receiving additional resources. The trainer is the project expert from Ukraine Andrii Kavunets. 4. SWOT-analysis: theory and practice. The project expert from Republic of Poland is Radoslav Shelageya. 5. Presentation “Development strategy “Vinnytsia 2020”. This project was presented by Alina Diachenko, the director of Public Utility “City Development Institute” The structure of each above mentioned training is based on a theoretical part and practical tasks. Irena Krasnicka, the representative of the International Visegrad Fund, also joined the training for monitoring of the project implementation. Ms. Irena's visit was an excellent opportunity for participants to discuss available programs, priorities and conditions of the donor organization with the official representative of the Fond. Upon completion of the training course the participants were granted certificates confirming their participation in study trainings. At the next project stage participants will have 1 month to elaborate diagnoses of the community situation and SWOT-analysis of strengths and weaknesses in their territorial communities. Participants from Ukraine and Moldova will present their works to the project experts during 2-day workshop in Vinnytsia (UA) and 1-day workshop in Soroca (MD), which are planned to be conducted from 19 to 21 of June. In return, the project experts will select on a competitive basis14 out of 28 pilot communities, so that their representatives continue participating in the project. The main selection criteria are the level of learned material and the quality of prepared diagnoses and SWOT-analysis.

The 1st stage of project trainings have startedThe 2nd training stage of the project „Good Governance in Local Communities: V4 Experience of Strategic Planning for EaP Countries” was started on May 10, 2017. NGO “Euroregion “Dniester” is the main implementer of this project.
The project involves conducting series of trainings for 28 communities of Vinnytsia region and the Republic of Moldova, the elaborating of integrated development strategies for 14 pilot communities and The Guidance for community development strategy. The training stage provides conducting of two 5-day trainings for two groups of participants, namely 40 representatives of communities from Ukraine and 16 from the Republic of Moldova. The date of the first training is May 10-14, 2017, the next training will be conducted on May 15-19, 2017. Trainings will be held at the complex "Butterfly". On May 10, 2017, project organizers started the working day of the first group with the opening speeches. Particularly, Oleksii Gavrilov, the deputy chairman of the NGO “Euroregion “Dniester”, told: „In 2016 we started to cooperate with the Visegrad Fund in the framework of project that was implemented by Vinnytsia regional department of International non-governmental organization „Ukraine-Poland-Germany“. The project result was establishment of the Academy for Community Capacity Building, which still offers training modules concerning community development in Ukraine and Moldova. During the pilot training modules of the Academy in 2016 the topic of strategic planning and fundraising became the most popular and received the greatest number of applications. Thus, this formed the basis for the concept of our new project "Good Governance in Local Communities: V4 Experience of Strategic Planning for EaP Countries". Andrii Kavunets, the director of the NGO “Euroregion “Dniester”, presented activities of the organization to participants: “Euroregion “Dniester” unites Vinnytsia region and 7 districts of Moldova. The aim of the organization is to implement projects and programs for complex development of these territories. Therefore, the implementation of this project is a priority for our NGO since qualitative community development strategies will be elaborated under this project”. Anastasiia Lanova, the project coordinator, informed participants about all details of the project implementation stages: "The duration of the project is planned for 1 year. Upon completion of the project we are going to have 2 main results, so to say its products: 14 community development strategies for Ukraine and Moldova, elaborated with the help of project experts, and the unified Guidance for community development strategy, that will be publicly available for the communities of Ukraine and Moldova”. Then the introductory part of the training continued with the creative acquaintance of the participants. During the second part of the working day Olha Bespalko, the project expert, presented the first training entitled “Theoretical aspects of strategic planning for development of territorial communities. Legal basis of strategic planning in Ukraine”. Andrii Kavunets (Ukraine), Nicolai Moscalu (Republic of Moldova) and Radoslav Shelageya (Republic of Poland) also became the project experts according to results of competitive selection.

The start project press-conference was held on April 11, 2017. Serhii Tatusiak, the Chairman of Euroregion «Dniester», told the project would be implemented in partnership with Vinnytsia regional department of International NGO “Ukraine – Poland – Germany», NGO «Communities of Vinnitsya region» Resource and information center» (Ukraine), Public Association Euroregion Dniester, Soroca District Council (Republic of Moldova), “Wielkopolski Centre for Local Government Education and Studies” Association – WOKISS (Poland), Institute for Stability and Development – ISD (Czech Republic), Rural Workshop Foundation (Hungary) and Carpathian Euroregion Slovakia (Slovak Republic). - Strategic planning is a topical issue both for Ukraine and Moldova. After all, we need to develop a mechanism to make the most effective use of the resource that we receive through reforms, – commented Serhii Tatusiak. The Executive Director of Euroregion «Dniester», Andrii Kavunets said that strategic planning became a topical subject after the completion of the project «The Capacity Building of Local Communities:V4 Experience for EaPC», which was implemented by VRD INGO Vinnytsia regional department of International NGO «Ukraine – Poland – Germany». - In Ukraine as well as in Republic of Moldova we’ve got the largest numbers of applications for trainings on the topic of strategic planning. All participants noted that was the very issue they were ready to keep working on, – explained Andrii Kavunets. Also the Executive Director of Euroregion «Dniester» has mentioned that project would be implemented from April 1, 2017 to March 31, 2018. The project is now in its initial stage during which organizers prepare trainings, select experts for teaching strategic planning as well as project participants. Generally, there will be selected 56 participants: 2 participants from each of 21 communities of Vinnytsia region and 7 communities of Moldova. Deadline for application forms is April, 25. Priority in the selection of participants will be given to communities that have united or are about to do this. Andrii Kavunets has pointed out that the project also provides to teach local authorities how to involve the public into strategy development. -We are also paying a great attention to public involvement in the writing of the community's strategy. This is the European experience and we emphasize this. That why these 2 training participants from each community must be a government official and a public member. – commented the Executive Director of Euroregion «Dniester». Training stage of the project provides two 5-day trainings in Vinnitsa for 56 participants. Community representatives from Vinnytsia region and Republic of Moldova will get familiar with issues of strategic planning, peculiarities of Ukrainian and Moldovan legislation and how to involve grant funds, etc. At the end of trainings participants will conduct diagnosis of current problems in their communities. Results of these studies will be presented during two workshops for 42 participants in Vinnitsa, UA, and for 14 participants in Soroсa, MD. After that, 14 the most active and interested communities will be selected to participate in the study visit to V4 countries. - It’s very important to select such experts who might be able to interest participants. We should understand that success of this project to a great extent depends on the degree of communities’ interest and insistence. That’s why the selection of participants must be done responsibly, — supposed Stela Zabrian, the representative of Soroca District Council Andrii Kavunets said, that 28 project participants would study the best practices of strategic planning in Poland, Hungary, Czech Republic and Slovakia during almost a 2-week visit to Europe in September this year. - Our communities on both sides of the Dniester River are striving to implement the best practices of the European Union, because our aim is to achieve the highest possible standard of living. The working visit will demonstrate in practice how strategic planning is written, how it is implemented and what results it brings, – commented Veaceslav Burlacu, the Chairman of Public Association Euroregion Dniester in Moldova. After this, inspired by the trip and informative trainings, participants will have to design their own development strategies in their communities during October-December of this year. The International Conference “Good Governance in Local Communities: V4 Experience of Strategic planning for EaP Countries” will complete the project. In February 2018, the final conference will be conducted for 200 participants in Vinnytsia. There will be presented all outputs and achievements of the project, developed strategies for Ukrainian and Moldovan pilot communities and the Guidance for community development strategy.

A competitive selection of project participants and experts will be conducted up to April, 25: 1. Selection of communities – participants of the first project’s stage: a cycle of two 5-day trainings (10-14.05.2017 and 15-19.05.2017) and a workshops (19-20-21.06.2017) on strategic planning. The community can delegate two representatives to participate in training – 1 representative of the local self-government and 1 representative of public. Generally, there will be selected 28 communities: 21 communities from Vinnytsia region and 7 communities from the Republic of Moldova. Priority will be given to the joint territorial communities or to potential administrative centers. 2. The project will be implemented during 2017-2018 with the support of the International Visegrad Fund and the Ministry of Foreign Affairs of the Kingdom of the Netherlands. Ukrainian partners are Vinnytsia Regional Department of International NGO “Ukraine-Poland-Germany”, NGO “Resource and information center “Communities of Vinnytsia Region”. Within the framework of the project it is planned to hold two 5-day trainings and two workshops for 56 project participants (1 representative of local government and 1 representative of the civic society from 28 communities of Ukraine and Moldova). This education part of the project will deal with issues of strategic planning and management of communities. According to the results of these trainings, representatives of 14 communities will take part in study visit to Visegrad countries. At the end of the training component of the project experts will help participants to elaborate 14 community development strategies during 5 months. The final stage of the project will be the holding of the Final International conference with the participation of all partners. It is planning in February 2018.
