The 6th working day of the Study Visit was held on September 17, 2017The 6th working day of the Study Visit in the framework of the project «Good Governance in Local Communities: V4 Experience of Strategic planning for EaP Countries» was held on September 17, 2017. The project is implemented by the Euroregion “Dniester” with the support of the International Visegrad Fund and the Ministry of Foreign Affairs of the Netherlands.
This time project participants visited Zsámbék, Hungary, where they attended the training “Good Governance: Community Strategic Planning through Mobilizing Local Citizens in Hungary”. The trainer was the representative of Rural Workshop Foundation Sandor Koles. Also Mr. Koles is a member of Council of the NGO “Euroregion “Dniester”. During the training participants learned about the administrative-territorial system of Hungary, the powers of local self-government bodies and the methodology of elaborating the local community development strategies. The special guest of the training was Ferenc Halasz, who presented principles and a success story of the LEADER program in Hungary. After the end of the theoretical part, participants visited Etyek, the village in Fejer county. There are many small winery enterprises in the village. The number of enterprises exceeds the number of local households. A study excursion and a meeting with local producers were conducted for project participants.

The 5th working day of the Study Visit was held on September 15, 2017 in PragueThe 5th working day of the Study Visit in the framework of the project «Good Governance in Local Communities: V4 Experience of Strategic planning for EaP Countries» was held on September 15, 2017 in Prague, the Czech Republic. The project is implemented by the Euroregion “Dniester” with the support of the International Visegrad Fund and the Ministry of Foreign Affairs of the Netherlands.
The Executive Director of Institute for Stability and Development, o.p.s.-ISD Stepan Suchy welcomed project participants. The trainer from Institute for Stability and Development Pavel Michka conducted a training “Citizen Participation in Strategic Planning”. Within the framework of the training, participants learned about public participation mechanisms in the decision-making process at the local level as well as about their effectiveness and relevance in various situations. The best citizen involvement practices of the Czech Republic were presented to participants. The training was built not only on the theoretical part, but also there were a lot of various situational tasks for participants. Such exercises caused a lot of active discussions on some issues, as participants were representatives both of local self-government and public from communities of Ukraine and the Republic of Moldova. And this once again confirms the importance of shared decision-making by the authorities and the public.

Participants visited Pneva, an urban-rural gmina in Wielkopolska Voivodeship andattended the training of the project expert Radoslav Szarlej entitled “Strategic Management and Its Importance for Local Community Development. Implementation, Monitoring and Evaluation of the Strategy”. Meeting with representatives of Pneva took place at a local gymnasium, built in 1739. They provided detailed presentation of “Pneva 2016-2023 Development Strategy” in the context of the SWOT analysis, vision, strategic and operational objectives.
The 3rd working day of the Study Visit was heldThe 3rd working day of the Study Visit in the framework of the project «Good Governance in Local Communities: V4 Experience of Strategic Planning for EaP Countries» was held on September 12, 2017. The project is implemented by the Euroregion “Dniester” with the support of the International Visegrad Fund and the Ministry of Foreign Affairs of the Netherlands.
According to the program of the Study Visit the project participants visited following communities in Wielkopolska Voivodeship: Sompolno, Slesin and Licheń Stary, which are situated about 140 km from Poznan, the regional center. Meeting with the Mayor of Sompolno Roman Bendarek was held in the Town Administration. The topic of a new lecture for project participants was “Optimization of the Education Management Strategy on the Local Level Using the Example of Sompolno”. Participants from Ukraine and Moldova waited this topic very much as our countries faced a common and urgent problem, namely there are a lot of available school places but not enough pupils in communities with law population. In 2012 the Administration of Sompolno was forced to close one school and place another one under the management of a public organization so that it could be additionally funded by pupils’ parents. The Mayor told about procedure, risks and obstacles of such decisions using the example of Sompolno. Even though the Administration had conducted a broad information campaign on the analysis of the education sector as well as measures for involving the public, there were a lot of protests by local residents. The council deputies took a decision to close the school by a margin of just one vote. Nowadays the positive results of such cardinal decisions are obvious. The closed school had been reformatted to a specialized school, and the total expense budget on education remained unchanged, and then the expenses on improving the material and technical base of existing schools increased. Representatives of Slesin gave a lecture on “ Public Participation – Cooperation Among the Administration, Self-Governing Bodies and Residents Usng the Example of Slesin”. Participants showed great interest in the topic of cooperation in the field of culture and sport.

A group of participants visited 4 comunities in Wielkopolska Voivodeship, namely Puszczykowo, Sroda Wielkopolska, Kornik and Rogalin. Meeting with the Mayor of Puszczykowo Andrzej Barcerecu took place at a new sport complex that was built just in 11 month time at a cost of about 3 mln EUR. Our international delegation was the first, who visited the building since its official opening – September, 8. At the Town administration participants had the lecture entitled “Development and Promotion Strategies of Puszczykowo”. The community uses its weaknesses in the development strategy – closeness to the big city of Poznan, and aims to become a comfortable town for living and recreation. Then project participants visited the Town Administration of Sroda Wielkopolska. They were welcomed by the Deputy Mayor, Ernest Ivanchuk. The group had a lecture “The Model of Cooperation Between Self-Governing Bodies and Public Organizations using the example of Sriod Wielkopolska. Development and Standardization the Standards for Cooperation”. During the lecture participants learned not only about existing mechanisms of public participation in the decision-making process, but also about mechanisms of cooperation between the authorities and public organizations in managing various events and town objects. The Study Visit continued with excursions around Kornik and Rogalin. Participants took a look at culture-historical heritage, social facilities, towns’ infrastructure and how municipal improvement is managed in those towns. A common characteristic of these community is a beneficial geographical location not far from Poznan. The communities are being intensively developed due to the increase in the number of inhabitants and involvement of new business structures.

40 participants from the communities of Ukraine and the Republic of Moldova will visit V4 countries (the Republic of Poland, the Czech Republic, Hungary and the Slovak Republic) within the framework of the Study Visit. As a part of the program it is planned to conduct trainings prepared by the project experts and practical visits to communities. The Deputy chairman of the Wielkopolski Centre for Local Government Education and Studies Association (WOKISS) Agnieszka Mendelewska welcomed project participants in Poznan (Poland) on September 10, 2017. She described a plan for further work within the Study Visit. Also participants attended the first training “Strategic Management of the Education System”. The training was prepared by the project expert from Poland Radoslav Szarlej.
The 1-day workshop was conducted for participants from Republic of Moldova in Soroca on July 29, 2017The 1-day workshop of the project „Good Governance in Local Communities: V4 Experience of Strategic Planning for EaP Countries” was conducted for participants from Republic of Moldova in Soroca on July 29, 2017. The project is implemented by NGO “Euroregion “Dniester” with the support of the International Visegrad Fund and the Ministry of Foreign Affairs of the Netherlands.
16 representatives of 8 territorial communities from Republic of Moldova took part in the workshop. On July 27 and 28, 2017 such event was conducted in Vinnytsia for 40 participants from Ukraine representing 20 Ukrainian communities. Terms of participation remained unchanged: each community representative was given 45 minutes to present their exploratory work of community development strategy. In May 2017 participants completed training courses on strategic planning and governing of territorial communities. Then 2 months (from June to July) were given to accomplish the project tasks, namely to elaborate both diagnostics of situations and SWOT-analysis to find strengths and weaknesses of their territorial communities. Such constituents would make the first stage for elaborating community development strategies. It was within the framework of the workshops that the participants presented the results of the task. The project experts Olha Bezpalko (UA), Andrii Kavunets (UA), Nicolai Moscalu (PL) and Radoslav Shelageya (MD) would assess the outcomes of exploratory works. The experts would choose 4 leading communities with the help of rating voting, so that 8 their representatives would continue participating in the next project stages. The main selection criteria are the level of acquired knowledge and the quality of prepared situation diagnoses and SWOT-analysis of strengths and weaknesses. The selection results will be announced a little later. 14 winning communities (10 from Ukraine and 4 from Republic of Moldova respectively) will go to V4 countries with a Study visit. Also they will be provided with consulting support, and the project experts will support them in further development and completion of community development strategies within the framework of the project. We remind that the main intellectual output of the project will be The Guidance for community development strategy and integrated development strategies for 14 pilot communities.

The second project stage “Preparation and Conducting of 2 Trainings in Vinnytsia” is completed Two training courses have already been implemented under the project „Good Governance in Local Communities: V4 Experience of Strategic Planning for EaP Countries”.
Trainings were conducted for two groups of participants at the country complex "Butterfly" not far from Vinnytsia during May 10-14 and May 15-19, 2017. In general there were 40 representatives of 20 territorial communities from Ukraine and16 representatives of 8 territorial communities from Moldova among training participants. Each community was represented by 1 member from the local self-government and 1 public representative. Strategic planning for community development and governance became a common topic of the trainings. The training program was divided up into 5 following trainings: 1. Theoretical aspects of strategic planning for development of territorial communities. Legal basis for strategic planning in Ukraine. 2. Diagnosis of the situation in community is the informational basis for strategic planning. Legal basis for strategic planning in Moldova. 3. Community development strategy and public participation mechanisms. Strategy as an instrument for receiving additional resources. 4. SWOT-analysis: theory and practice. 5. Presentation “Development strategies “Vinnytsia 2020”. The project experts were Andrii Kavunets (UA), Olha Bespalko (UA), Nicolai Moscalu (PL) and Radoslav Shelageya (MD). The study trainings resulted in a task for participants to elaborate both diagnosis of the situations and SWOT-analysis of strengths and weaknesses in the development of their territorial communities. Participants will have to complete this task within two months up to June 17, 2017. Additionally they may consult with the project experts during this time. Participants will present their materials on diagnosis of the situations and SWOT-analysis to the project experts during workshops that are planned for July 27-29, 2017. The project provides 2-day workshop in Vinnytsia for 40 representatives of 20 Ukrainian communities and 1-day workshop for 16 representatives of 8 Moldovan communities. The experts will evaluate achievements and select 14 pilot communities on a competitive basis to advance to the next project stage. The 2nd 5-day training is planned for the 2nd group of participants which includes 20 representatives of territorial communities from Ukraine and 8 representatives of territorial communities from Moldova. The training will be conducted during 15-19 May, 2017 at the country complex "Butterfly". On 15 May, 2017 at the start of a meeting the project participants were welcomed by the project organizers. Oleksii Gavrilov, the Chairman of the NGO “Euroregion “Dniester”, told participants in his welcoming speech about the backgrounds of the project creation and described the activities of the NGO "Euroregion" Dniester. Anastasiia Lanova, the project coordinator, presented the project with its objectives and implementation stages. During 5 days participants would have a course of 5 trainings led by the project experts Olha Bezpalko (UA), Andrii Kavunets (UA), Nicolai Moscalu (PL) and Radoslav Shelageya (MD).
